No, unfortunately there is no possibility to buy it on site. Especially since you will be charged the visa if you wait to be in Jordan to get the pass.

No Petra by night is not included. You can book this activity once in Petra.

However, Petra by night takes place every Monday, Wednesday and Thursday for 17 JOD / person.
